Border control

Border security demands continuous monitoring which can be carried out by local sensors only. Satellites can support "long term" monitoring and change analysis for activities and infrastructure along the borders. The SAR instrument is the most suitable for this task due to its all weather, night/day observing capabilities.

The COSMO-SkyMed constellation's high revisit frequency combined with very high spatial resolution (1-3 m.) and advanced processing technologies (Feature extraction, 2D - 3D change detection) can be fruitfully exploited for this application. Moving target detection techniques could also valuably contribute.

Crisis support

Satellites can support crisis management operations by providing geo-spatial information layers for the preparation of emergency plans (dealing with interventions, citizens repatriation, aids supply). Such plans have to be kept constantly updated both during "peace time" and in during a crisis. Damage to the infrastructure needed for the execution of the plan can be assessed within few hours.

Intelligence

Monitoring for Intelligence and Early Warning is one of the main security needs. Analysis of potential threats and continuous monitoring for objects and events which could act as a trigger for incoming crises is required. Among these targets, critical assets, plants for WMDs, illegal activities related to conflict resources (mining, forestry) require hHigh spatial resolution images.

SAR missions, and COSMO-SkyMed in particular, are well suited for these applications, given that crisis prone areas are often located in the inter-tropical zones, where the effectiveness of optical sensors is strongly limited by cloud coverage.
