GMES (Global Monitoring for Environment and Security) is a joint initiative of the European Commission and the European Space Agency, designed to establish a European capacity for the provision and use of operational information services dealing with environment and security. GMES is based on Space Technology (in particular Earth Observation satellite data) and integration with additional data sources, including ground systems information. Based on a strongly user needs-driven approach, the services set up through the GMES initiative can provide end-to-end support. The GMES Service Elements so developed have highlighted the need to keep investigating and integrating new and up to date technologies to keep service chains and industry capabilities in line with developing user requirements. In fact, considerable effort has been invested in GMES to make it service, rather than technology, driven. Given this priority to collect and build on users' needs, the main purpose of the current phase of GMES is the phased setting up of a number of "initial GMES services", which should move beyond the short-term logic of "projects" and evolve into truly long-term sustainable services to users. At the time of writing, the European Commission has identified 5 Core Services. Three Fast Track Services:

This set of services aims at helping European citizens to improve their quality of life in regard to environment and security. GMES is built up gradually: it starts with a pilot phase targeted at making available an initial set of operational GMES services, to be extended in line with user requirements. |
